Matias Andres-Francisco, Osceola, was cited with no valid driver’s license, open container (driver 21 years old or older), and failure to provide proof of financial liability following an accident on Nov. 8 at the intersection of South Delaware and Hwy 34 East.
According to an Osceola police report, Noreen Smith of Osceola was driving a 2007 Hyundai Tucson westbound on West McLane Street, and began to make a left turn into the HyVee parking lot. Smith told officers that she observed a vehicle waiting to turn onto West McLane. As Smith began to make a left turn, the 2007 Toyota Tacoma driven by Matias Andres-Francisco of Osceola pulled into the intersection, striking Smith’s vehicle.
Open containers were observed in Andres-Francisco’s vehicle, and he consented to standard field sobriety testing. Andres-Francisco was arrested after completion of tests for OWI.
No injuries were reported.
Damage is estimated at $1,500 to the 2007 Hyundai and $1,500 to the 2006 Toyota.

No citations were issued following an accident on Nov. 9 in the parking lot of Dollar General.
According to an Osceola police report, Wanda Frizzell, Osceola, in a 2021 Subaru Ascent was traveling through the parking lot when a 2017 Dodge Journey driven by Sandra Scadden of Van Wert began to back up, hitting Frizzell.
Damage is estimated at $500 to the 2021 Subaru and $500 to the 2017 Dodge.

According to an Osceola police report, Jose Tapia Tellez, Ames, in a 2016 Volkswagen Jetta was traveling west on West McLane when a deer came into his lane from the south side. Tapia Tellez was unable to avoid the deer, which struck the driver’s side front causing damage there, as well as along the driver’s side of the vehicle.
Damage is estimated at $2,500 to the 2016 Volkswagen. The deer did not survive.**

No citations were issued following an accident on Nov. 11 on the I35 south ramp to Hwy 34 east.
According to an Osceola police report, Ronald Steele of Stoughton, Wisconsin, was waiting at the stop sign to make a right turn in a 2018 Chrysler van. Danette Walker of Parsons, Kansas, in a 2018 Chrysler 300S was following too close and struck the back of Steele before she could stop.
Damage is estimated at $500 to the 2018 Chrysler 300S and $2,500 to the 2018 Chrysler van.

No citations were issued following an accident on Nov. 12 on South Gustin Street.
According to an Osceola police report, officers were advised that a 1996 Ford Ranger that was parked in the parking lot of 420 South Gustin Street - Gustin STreet Apartments - had rolled down the hill and struck the building at 422 South Gustin St, hitting the outside north wall of apartment 3. Officers were able to make contact with both owners.
Damage is estimated at $1,500 to the 1996 Ford and $15,000 to the building.
