Caleb Aaron Vanzee, 22, of East 30th Street, Des Moines, was charged with driving under suspension 2:40 a.m. May 18 in the 1300 block of U.S. Highway 69.

Ryan Gregory Coe, 18, of West Jefferson Street, was charged with hate crime assault cause injury 8:55 a.m. May 18 at 100 S. Main St.

Damien Darren Tallbull, 40, of South Jackson Street, was charged with violation no contact order- domestic 8:17 p.m. May 19 at the Clarke County Sheriff’s Office.

According to a Clarke County Sheriff’s report, after responding to a call for a broken down vehicle dispatch told deputies that Tallbull has a no contact order with a female by the name of Ashley Ruth. Deputies returned to the vehicle and requested identification from the adult female passenger. She was Ashley Ruth.

Bond was set at $300.

Mark Jacob Humphrey, 36, of 4th Avenue West, Oskaloosa, was charged with public intoxication- school, ect. 10:45 a.m. May 20 at 100 S. Main St.

According to a Clarke County Sheriff’s report, Humphrey was in the hallway of the Clarke County Courthouse and appeared intoxicated (argumentative, watery eyes and strong oder of an alcoholic beverage). Deputy Barber asked Humphrey if he had been drinking alcoholic beverage that morning and he said, “Yes, it’s not illegal to drink.”

Humphrey was unwilling to answer any other questions and seemed irritated when Deputy Barber asked him, “What can I do to help you.”

After a few more attempts at simple conversation, Deputy Barber was convinced Humphrey was intoxicated while in the Clarke County Courthouse in violation of IA Code 123.46(2). At the Jail Humphrey had an uncooperative attitude when told his tie, belt and boots would be removed. Humphrey’s attitude, gestures and comments were threatening, he was placed in the booking cell and told he would be allowed to use the phone when he demonstrated an appropriate attitude.

Rebecca Lynn Harris, 30, of West Locust Street, Davis City, was charged with OWI 8:30 a.m. Sunday on U.S. Highway 69 at the Warren County line.

According to a Clarke County Sheriff’s report, Harris was displaying signs of impairment that seemed to deputies like those that come from the use of methamphetamine. Harris seemed to be sped up when asked questions and then ramble on about things that were not pertinent. Harris also displayed some hand and arm motions that would be made by a person under the influence of amphetamines. At one point Harris admitted to being in a place where illicit drug use was happening. she consented to a field sobriety test which showed signs of impairment but registered a low result on the preliminary breathe test. Harris consented to a sample of her urine to test for drugs other than alcohol. The sample was sent to the DCI Crime Lab and returned a positive hit for amphetamines or its metabolites in Harris’ urine sample. Deputies attempted for three weeks to contact Harris to get her results. Harris would not return calls and did not show up when contact was made after two weeks.

Bond was set at $1,000.

Shellie Renee McDuffey, 40, of Glenbrook, Des Moines, was charged with contempt- any other act 9:12 a.m. Monday at the Clarke County Courthouse.
