Adam Phillip Eugene Kopp, 36, of Front Street Batavia, was charged with contempt 12 a.m. Nov. 9 at the Jefferson County Jail.

Khamphet Loung, 52, of Mulberry Street Des Moines, was charged with driving while barred and interference with official act 12:41 a.m. Nov. 10 at West Clay Street.

Lucas Tanner Wineland, 29, of County Highway J20 Garden Grove, was charged with fifth-degree theft, possession of controlled substance third offense and two warrants 12 a.m. Nov. 12 at 2010 W. Clay St.

According to an Osceola Police report, Wineland was arrested on the warrants and placed into a squad car. Wineland then attempted to hand a baggie of crystalline substance to his girlfriend when she kissed him goodbye. This act is observed on in the in car video. The crystalline substance field tested positive for methamphetamine. The baggie weighed approximately one gram.

Bond was set at $5,000.

Randall Perry Hughes, 34, of Wade Street Des Moines, was charged with second-degree theft, eluding-injury, OWI, fifth-degree theft, interference with official act- bodily injury, driving under suspension and possession of drug paraphernalia 5:18 a.m. Nov. 12 on the 900 blk of Elk Street.

According to an Osceola Police report, Hughes was driving a stolen 2014 Silver Hyundai from Creston. Hughes drove in excess of 105 miles per hour in a 70 mile per hour zone when pursured by a marked squad car. Hughes fled from officers for approximately 8 minute, Hughes vehicle then became stuck between a barb wire fence and large round hay bales. Hughes then fled on foot and was pursured by officers. An inventory of the stolen vehicle was done and a glass pipe used to smoke methamphetamine was found in the vehicle. A baggie containing methamphetamine residue was found on Hughes during the jail inventory process.

Bond was set at $11,000.

Anthony Gene Golightly, 34, of Lucas Place Indianola, was charged with OWI, provide proof financial liability, open container, registration violation, improper registration plate lamp 1:31 a.m. Friday at 2010 W. Clay St.

According to an Osceola Police report, Golightly was stopped for not having a license plate light and not having a current registration sticker. Golightly admitted to having a couple drinks earlier in the night. Golightly had a strong odor of alcoholic beverage on his breath and bloodshot and watery eyes. An open can of beer was found in the vehicle that was approximately 3/4 full. Golightly had slurred speech. Golightly had unsteady balance while walking. Golightly struggled to find documents when requested. Golightly refused all field sobriety tests. Golightly refused a breath test.

Bond was set at $1,000.

Vicky Lee Dearing, 42, of 14th Street Eagleville, MO, was charged with a warrant and unlawful possession of prescription drugs 11:46 p.m. Saturday at the Osceola Police Department.
