Catherine Pelowski, 31, of 6th Avenue SW Rochester, MN, was charged with possession of drug paraphernalia, two counts of possession of contraband in correctional facility and third-degree possession of controlled substance 9:21 p.m. Oct. 20 at 2100 McComs St.
According to a Clarke County Sheriff’s report, Pelowski was uncooperative and would not follow instructions and began walking away from the scene where a 2002 Lexus was in a ditch. Located in the vehicle was 1 blue bong, 1 glass pipe, numerous syringes with needles, a scale, multiple small baggies, and other items were seized. Pelowski was then brought into the jail. Officers took Pelowski out of the patrol car and where she was sitting was numerous needle caps. At the jail door she pulled out a small black bag and a scale from her pants. She advised there was nothing else. In the jail she was patted down by female Jailer Tracy. Tracy advised she had something in her pants. Pelowski began to act nervous and act out. Located in her pants while in the jail was a syringe and both end caps. The next day Tracy located a couple pieces of a syringe and the plunger in Pelowski’s cell on the floor. When Tracy asked Pelowski if she used these in the cell and she wouldn’t not provide a response. No one else was in this cell with Pelowski. It is not known where she hid these items. Located in the cell were 5 syringes. Most of them were taken apart but two of them. One of them was loaded with a liquid substancewhich field test positive for methamphetamine
Bond was $5,000.

Ernesto Veraza, 39, of 3rd Ave SE Rochester, MN, was charged with possession of drug paraphernalia 9:52 p.m. Oct. 20 on the 2100 blk of McComs Street.
According to a Clarke County Sheriff’s report, Veraza explained that the 2002 Lexus that was down in the ditch fell down on him. Located in the vehicle was 1 blue bong, 1 glass pipe, numerous syringes with needles, a scale, multiple small baggies, and other items were seized.
Bond was $300.

Christian Dennis Martinez, 24, of South Elm Street Ottumwa, was charged with contempt 12 a.m. Oct. 23 at the Clarke County Sheriff’s Office.

Johnathan Ray Jackson, 39, of Colfax Street Murray, was charged with third-degree harassment 6:12 p.m. Oct. 25 at 1906 130th Ave. Murray.

Lyle Gene Jackson, 65, of 130th Avenue Murray, was charged of third-degree harassment 6:45 p.m. Oct. 25 at 1906 130th Ave. Murray.
According to a Clarke County Sheriff’s report, the victim told officers Jackson was yelling at the door. Officers informed him that even as landlord of the property tenants have the right not to be harassed. Lyle had been told he needed to stay away from the house unless in the company of law enforcement or be there for a legal reason as a landlord. Lyle was not there for a lawful reason and the occupant/victim was annoyed and alarmed by the visit.

Dale Steven Harvey, 33, of 10th Street Des Moines, was charged with violation of probation 12 a.m. Oct. 29 at the Clarke County Sheriff’s Office.

John Edwin Snyder Jr., 42, of Pacific Street Murray, was charged with domestic abuse assault 12:06 a.m. Friday at the Clarke County Sheriff’s Office.
According to a Clarke County Sheriff’s report, Snyder and the victim had been drinking and got into a physical altercation. Snyder told officers the victim had bit him on the elbow and choked him with a phone charger which the victim denied. The victim accused Snyder of elbowing her in the cheek after taking her phone. There was not a visible mark on her face.
Bond was $30.

Quentin Allen Smith, 31, of Hickman Road Des Moines, was charged with contraband/weapon in correctional facility 9:31 a.m. Sunday at 220 Townline Rd.
According to a Clarke County Sheriff’s report, after being moved from work release to a booking cell, Officer Tracy conducted a search of the area and located a clear plastic trash bag with a clear liquid in it with floating orange peels. This liquid was recognized by Officer Tracy to be home brew alcohol or “Hooch”. While Officer Tracy was gathering Smith’s property from work release, she located a bottle cap which contained ink pen ink. Next to the cap was a security pen which are given to the inmates. The security pen had been altered and a sharp end was fashioned into what appeared to be a crude tattoo device.

Kevin Burns, 40, of South Troy Street Chicago, IL, was charged with third-degree burglary 9 p.m. Monday at 1650 240th Ave.
According to a Clarke County Sheriff’s report, Burns was naked from the waist down while trespassing onto 1650 420th Ave. Burns went into a barn on the property, turned on the lights and lifted the large overhead door. The property owner confronted Burns and got him out of the barn. When officers arrived Burns was asked what he was doing at the residence and where his pants were. Burns told officers that he was there to visit his Uncle Gil and that his pants were in the house. The homeowner verified Burns had not made entry into the residence.
