Salvador Magana, 27, of Fremont Street Marshalltown, was charged with fifth degree theft 12:27 p.m. Aug. 19 at 510 W. McLane St.

According to an Osceola Police report, Magana walked up to the front of the store, picked up some merchandise being advertised outside of the store, walked inside and returned the items to receive the cash value without ever purchasing the items initially. One manager checked the security cameras and was able to see the offender perform the illegal act.

Robert Lowell Carson, 68, of Liberty Highway, was charged with drivers license denied/revoked OWI 3:02 p.m. Aug. 19 at 105 Ariel Cr.

According to an Osceola Police report, a traffic stop was conducted because Carson had his rear pick-up window replaced with a piece of plywood. A driver license check was also ran on Carson which revealed he had a revoked license in Iowa.

Ricky James Brammer, 49, of South Fillmore Street, was charged with contempt- violation no contact order 6 p.m. Aug. 20 in the 100 block of South Main Street.

Joshua Wayne Finney, 33, of 5th Avenue Charles City, was charged with two counts of contempt 12 a.m. Aug. 21 at the Osceola Police Department.

Tyler Lee McBride, 21, of South Gustin Street, was charged with trespass- injury/damage 11:01 a.m. Aug. 21 in the 700 block of West Cass Street.

According to an Osceola Police report, Police entered the wooded area owned by BNSF railroad company. McBride admitted that he cut down a tree with a small hatchet he was still carrying. McBride took officers to the tree that had been cut down and showed them the hatchet marks he’d made in cutting the tree down.

Alicia Ruth Stafford, 44, of North Elm Street Creston, was charged with violation no contact order- domestic 2:35 a.m. Aug. 22 at the Interstate 35 Casey’s General Store.

According to an Osceola Police report, Stafford was in a vehicle with a person she has a protective order with.

Scott Joseph Stafford, 45, of North Elm Street Creston, was charged with violation of no contact order- domestic 2:35 a.m. Aug. 22 at 1706 Jeffreys Dr.

Scott Joseph Stafford, 45, of North Elm Street Creston, was charged with felon in control of firearm 3:54 a.m. Aug. 22 at the Interstate 35 Casey’s General Store.

Police Department were made aware of a welfare check for a subject that was in a white Ford truck on Hwy 34. This subject was said to have a firearm. I, Officer Walker, made contact with the subject in the parking lot of the Casey’s on Jeffreys Drive. I asked the male driver, Scott Stafford if he had a gun and he said no. I asked if we could search the truck and he said yes. There was also a female passenger, Alicia Stafford. I searched the vehicle and found a loaded magazine for a 9mm weapon in the center console of the truck. I made other officers aware of this. The handgun was located in the bed of the truck. It was a Highpoint 9mm handgun. There were 14 rounds of 9mm ammunition in the bed of the truck laying next to the gun. In the magazine there was 7 rounds of ammunition. When we ran the information for the subjects the system showed them as having a protective order. We confirmed that protective order as still being active until 2023. Both subjects were placed under arrest for violation of the protective order. Scott Stafford was also charged with a weapons violation for being a felon in possession of a firearm.

Larry Eugene Kuster III, 42, of West Jefferson Street, was charged with trespass and dangerous weapon used in crime 9:10 a.m. Aug. 22 at 111 Ariel Cr.

According to an Osceola Police report, Kuster had been asked to vacate the property twice by staff but was still on the property. Officers could see that Kuster was laying with his hat covering his eyes. Officers spoke with the complainant in the hotel who said she’d asked Kuster once to leave the property and the overnight person asked him to leave the property and he still remained on the property and they wanted trespass charges filed. Officers then spoke to Kuster who said he had a ride coming at 9 a.m. to pick him up and get him out of Osceola. Officers opened the rear car door and asked Kuster if he had any weapons on him. Kuster lifted his shirt and pulled out from his belt line a sheathed kitchen knife with a blade longer than five inches.

Stephen Michael Stonerock, 36, of North Adams Street, was charged with animal neglect 5:32 p.m. Aug. 22 at 221 W. McLane St.

According to an Osceola Police report, an approximately 10 month old dog who was being deprived access to food and water for an unknown amount of time. The dogs’ shelter was approximately a 2′x3′ wire kennel that had a large puddle of urine and multiple piles of feces. The dog had visibly wet fur from being soaked in urine. Witnesses within the home stated that the dog is locked in the kennel for multiple days at a time and did not believe it had been out since the August 17.

John Thomas Scott, 39, of 300th Street Leon, was charged with violation no contact order- domestic 3:24 a.m. Aug. 23 at the Osceola Police Department.

According to an Osceola Police report, Scott was in the parking lot of the apartments in the area of the protected party’s apartment. Scott told officers that he was there to check on the protected party because he thought she was suicidal. Scott admitted that he walked up to the door and opened it and then closed it. He wanted to speak with her and check on her but then asked himself why he was there. Scott knew he was in an altercation a year ago with her.

Jeffrey Isaac Maddox, 41, of South Park Street Apt. A, was charged with possession of controlled substance third offense, fifth degree theft and fourth degree criminal mischief 2:57 p.m. Aug. 23 at 314- A South Park Street.

According to an Osceola Police report, during the execution of a search warrant a syringe loaded with a clear liquid was located. The liquid was field tested and tested positive for methamphetamine. Maddox admitted ownership of the methamphetamine.

Edwin Miguel Ramos-Flores, 31, of South Main Street, was charged with violation of probation 10:38 a.m. Aug. 24 in the 500 block of West McLane Street.

Kristine Lee Pearson, 33, of Warren Ct., was charged with public intoxication 4:58 a.m. Aug. 25 at Clarke County Hospital.

According to an Osceola Police report, When officers arrived they saw Pearson at her neighbors residence speaking with them. As they began to speak with Pearson they could smell the strong odor of an alcoholic beverage coming from her breath. Pearson also had red bloodshot watery eyes and was unsteady on her feet. She eventually agreed to go to the ER to be checked out for the assault that had supposedly taken place a week ago. At the ER Pearson became combative, pulled the IV from her arm and attempted to assault hospital staff. She also stated that she did not want any further help from the hospital. At that time Pearson was placed under arrest for public intoxication and transported to the Clarke County Jail where she was booked in on the charge. At the jail she was offered an independent test on the Data Master to determine her BAC. She refused to provide a sample of breath but admitted she would blow over.
