Ricky James Brammer, 49, of South Fillmore Street, was charged with harassment 3:39 p.m. April 15 at 420 S. Fillmore.
According to an Osceola Police report, the victim had several voicemails from Brammer who was yelling that the victim needed to answer and that he would keep calling. The victim told Brammer that she wanted to be left alone but had seem him parking his vehicle outside of her apartment. Brammer had made Facebook posts about the victim and followed her to her sisters house, leaving more messages on her phone. The victim had received 110 phone calls in two days from Brammer.
Bond was set at $2,000.

Steven Wayne Fasbender, 42, of 11th Avenue Apt. 14 Leon, was charged with a warrant and possession of drug paraphernalia 10:34 p.m. April 15 at the 100 block of South Adams Street.
According to an Osceola Police report, Fasbender was arrested for a warrant. During the jail inventory a used syringe was located in Fasebender‘s backpack he was wearing while being arrested. The syringe needle was bent over. A field test was conducted on the syringe and it tested positive for methamphetamine.
Bond was set at $300.

Robert Fisher, of Murray, reported theft form vehicle 12:21 p.m. April 14 at 1610 Jeffreys Drive.
