Jeffrey Wayne Sooke, 46, of Country Club Drive, was charged with second-degree theft, possession of drug paraphernalia and driving under suspension 7:44 a.m. March 27 on the 2200 block of 260th Avenue.

Latisha Gene Breen, 40, of East Douglas Avenue, Des Moines, was charged with second-degree theft, two counts of possession of controlled substance third offense, contraband/weapon in correctional facility and interference with official act 7:44 a.m. March 27 on the 2200 block of 260th Avenue.

According to a Clarke County Sheriff’s report, Breen was found in the passenger seat of a vehicle in the ditch. During the course the investigation, Breen told the deputy that the car belonged to her. Later the vehicle was found to be registered in NCIC as a stolen vehicle from Polk County. A white plastic tube container with marijuana was discovered in the area where Breen was walking in the ditch. It is believed that Breen threw the substance into the road ditch. In-car video evidence shows that Breen threw the items while the deputy was interacting with another person on scene. While being booked into the Clarke County Jail, Breen began to experience a medical emergency after vomiting a clear plastic baggy, which was recognized as one used to distribute controlled substances. During an inventory of Breen’s purse at the jail, an unknown pill was discovered, along with a glass jar with a trace of an unknown substance in the bottom of the jar.

Bond was set at $15,000.
