Jordan Lewis Wineland, 27, of 619 Metcalf Street Maxwell, was charged with OWI, assault law officer- no injury, possession of drug paraphernalia, assault with injury law officer/other, failure to provide aid/accident information and interference with official act 5:31 p.m. March 29 on Highway 69.

According to a Clarke County Sheriff’s report, Wineland was being investigated for operating while intoxicated when he became belligerent with State Trooper, demanding to speak with his mother. It was explained that this Trooper wished to finish the testing, but he became more upset, refusing to listen and began reaching for items on the other side of the jailer’s desk. Wineland refused to listen to the jailers commands to stop reaching over the counter. Wineland still refused to listen and was reaching and looking over the counter, demanding a phone call. At that time, it was decided to place Wineland in handcuffs for the safety of the jail staff and the Trooper. Wineland was physically resistive and grabbed onto this Trooper’s uniform to avoid putting his hands behind his back. Wineland proceeded to spit on jail staff and the Trooper along with causing bodily injury to one of the jail staff’s hands. The two jail staff and a deputy then assisted in getting Wineland to the ground, and placed him in handcuffs. Wineland was placed in a holding cell where he was un handcuffed, while trying to un cuff him he wrapped his legs around this Trooper’s foot and refused to let go. A jail staff member and the Trooper had to physically remove his legs from the hold. While assisting this Trooper in handcuffing Wineland, Correctional Officer Michael Akers was spat on and/or attempted to be spat on by Wineland.

Bond was set at $5,000.

Mark Jacob Humphrey, 35, of 308 4th Ave. West Oskaloosa, was charged with OWI second offense 10:26 p.m. March 30 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Humphrey was pulled over for a headlight being out, had no license, registration or insurance with him, was asked to sit in the deputies patrol car where the deputy smelled alcohol on him. Humphrey admitted to having a few beers and refused any type of test that the deputy offered to find out if he was intoxicated.

Bond was set at $2,000.

Justin Edward Coenen, 45, of 2011 225th Ave., was charged with possession of drug paraphernalia, possession of controlled substance third offense and violation of no contact order- domestic 11:05 p.m. March 30 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Coenen was in a vehicle with a person who has a no contact order against him and a glass pipe used to smoke methamphetamine was located in his pockets with a small vile of white substance. When asked Coenen what it was he stated meth.

Bond was set at $600.

Misty Rae Coenen, 50, of 2011 225th Ave., was charged with violation of no contact order- domestic 11:26 p.m. March 30 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Coenen was in a vehicle with someone she has a no contact order against.

Scott Alan Atwell, 56, of 415 Grozier St. Russell, was charged with violation of probation 12 a.m. April 1 at the Clarke County Sheriff’s office.

Latisha Gene Breen, 40, of 3560 E. Douglas Ave. Des Moines, was charged with two counts of possession of drug paraphernalia and felon in control of a firearm 8:59 a.m. April 1 at 220 Townline Rd.

According to a Clarke County Sheriff’s report, during a search of a vehicle Breen was in that was registered stolen deputies found a single loaded .380 auto handgun round of ammunition was located in a cup holder in the front center of the vehicle, within arms reach of Breen. A black fabric lined box containing four fully loaded 30 round AR-15 magazines and three partially loaded 20 round Ar-15 magazines were located on the front passenger side floor board. A gray hand grinder used to pulverize raw marijuana was located in the glove box of the vehicle. The grinder contained a green residue believed to be marijuana. Inside a brown/orange purse located in the back seat of the vehicle on the passenger side of the vehicle. Deputies found a small digital scale coated with a heavy white crystalline residue, this residue field tested positive for methamphetamine. Also inside the purse, was an unused small plastic baggie consistent with those used to package narcotics for resale. Deputies located an Iowa non-driver identification card belonging to Breen. In the back seat of the vehicle was a glass and plastic water bong used to ingest a controlled substance. The residue on this device, field tested positive for methamphetamine.

Bond was set at $5,000.

Lukas Lane Meyer, 22, of 1819 Primrose Ln., was charged with two counts of contempt 12 a.m. Friday at the Clarke County Sheriff’s office.

Saul Alexi Cortez, 33, of 316-2 N. Fillmore St., was charged with second-degree burglary 12 p.m. Friday at the Clarke County Sheriff’s office.

Justin Todd Brown, 24, of 4901 S. Union St. Des Moines, was charged with possession of drug paraphernalia, driving under suspension and possession of controlled substance third offense 12:40 a.m. Sunday at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, deputies observed the odor of marijuana coming from Brown’s vehicle. Deputies found four jars of THC wax along with $2,800 of cash along with a vape canister containing THC wax. Brown was also driving in a suspended driving status.

Bond was set at $1,600.

Steven Paul Schoessler, 49, of 1540 NW 2nd St. Des Moines, was charged with possession of drug paraphernalia and possession of controlled substance second offense 9:51 a.m. Sunday at the Interstate 35 Exit 36 ramp.

According to a Clarke County Sheriff’s report, Clarke County Sheriff’s Deputy Akers and his canine ran the vehicle and the canine indicated on drugs inside of the vehicle which Schoessler was a passenger in. Deputies located a green duffle bag with Schoessler’s paper identification license and a pipe that contained a green plant like substance believed to be marijuana. A single hitter pipe that was loaded with a green plant like substance believed to be marijuana was located in the driver’s. There was also a pill bottle with the name David Lohner Jr. was found. Through pillidentifier.org, the pills were identified as a prescription medication Hydroxine Pamoate.

Chance Martin McCormick, 27, of 4137 Bowdoin St. Des Moines, was charged with possession of drug paraphernalia, second-degree theft and possession of controlled substance third offense 2:16 p.m. Sunday at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Clarke County Sheriff’s Deputy Akers and his canine ran the vehicle and the canine indicated on drugs inside of the vehicle McCormick was driving. McCormick was placed under arrest for driving while barred. This Trooper was informed by dispatch that the vehicle was stolen out of West Des Moines. McCormick was found to be in possession of the vehicle at the time of the stop. Both passengers admitted to being picked up by McCormick and that they were on their way to an Easter dinner. During a vehicle search, deputies located a single hitter pipe that was loaded with a green plant like substance believed to be marijuana. The pipe was located in the driver’s area where McCormick was seated. During a questioning session prior to leaving, McCormick acknowledged the pipe was in the vehicle.

Lindsay Leigh McBroom, 38, of 613 E. Wall St. Des Moines, was charged with unlawful possession of prescription drug 2:34 p.m. Sunday at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Clarke County Sheriff’s Deputy Akers and his canine ran the vehicle and the canine indicated on drugs inside of the vehicle McBroom was a passenger in. McBroom wished to remove items from the vehicle. During the examination, a pill bottle with the name David Lohner Jr. was found. Through pillidentifier.org, the pills were identified as a prescription medication Hydroxine Pamoate. She claimed that she found the bottle and kept it when this Trooper held it up for identification.

Ryan Curtis Kent, 38, for 317.5 S. Jackson St., was charged with third-degree harassment 8:32 p.m. Monday at 220 Townline Rd.

According to a Clarke County sheriff’s report, Kent had left the victim nine voice mail messages and written her twenty e-mails.

Steven Wayne Fasbender, 42, of 1006 11th Ave. Apt. 14 Leon, was charged with possession of drug paraphernalia 9:06 p.m. Monday at 220 Townline Rd.

According to a Clarke County Sheriff’s report, Fasbender was in possession of numerous needles commonly used to inject methamphetamine and appeared to be under the influence of methamphetamine.
