Luther Frederick Smith, 39, 916 Blakes Lane, was charged with driving while suspended 2:15 a.m. Tuesday, Aug. 15, in the 100 block of West Pearl Street.

Smith posted $300 cash bond.

Travis Wesley Boyce, 43, 415 W. Cass St., was charged with driving while suspended 5 a.m. Tuesday, Aug. 15, in the 600 block of South Fillmore Street.

Boyce posted $300 cash bond.

Clayton Edward Reed, 31, of Garden Grove was charged with fifth-degree theft for shoplifting 2:25 p.m. Tuesday, Aug. 15, at the Clarke County Probation Office.

According to an Osceola Police report, video surveillance showed Reed going into Fareway, walking out with items he did not pay for and eating one of them by the north side of the building.

Reed pled guilty and was ordered to pay restitution to Fareway, as well as $147.75 in fines and fees.

Steven Wayne Fasbender, 38, 420 S. Gustin St., Apt. B2, was charged with possession of drug paraphernalia 11:23 p.m. Wednesday, Aug. 16, at the Law Enforcement Center.

According to an Osceola Police report, Fasbender had a snooter straw he used to snort methamphetamine in his backpack that was found during property inventory at the jail. The straw was field tested and was positive for methamphetamine.

Roberto Jimenez Lopez, 31, 229 E. McLane St., was charged with violation of a no contact order 10:32 p.m. Wednesday, Aug. 16, at his residence.

According to an Osceola Police report, Jimenez Lopez texted an individual who currently has a restraining order against him. The order had been served, and Jimenez Lopez understood its implications and admitted to knowingly breaking the order. A Spanish interpreter was used for communication regarding the charge.

Jimenez Lopez pled guilty and was ordered to 48 hours in jail with credit for time served and fined $60.

Kegan Lynn Kirscher, 24, 631 E. Ayers St., Apt. B7, was charged with violation of a no contact order, first-degree harassment and tampering with a witness 1:25 p.m. Friday, Aug. 18, on Highway 34 near 205th Avenue.

According to an Osceola Police report, Kirscher repeatedly texted threats to an individual with a no contact order against him. The texts included threats of physical harm and warnings against contacting the police. Kirscher was in possession of a knife upon his arrest.

Bond is not known.

Stacey Ann Bowers, 23, 631 E. Ayers St. Apt. B7, was charged with violation of a no contact order 3:20 p.m. Friday, Aug. 18, at 2500 College Dr.

According to an Osceola Police report, Bowers admitted to having contact with an individual she has a no contact order against. While some of the messages were sent in response to threats, officers observed casual text messages between the parties as well.

Bond is not known.

Douglas Michael Flatt, 35, 120 W. Logan St., was charged with driving while suspended 1:35 a.m. Sunday, Aug. 20, at 417 W. Cass St.
