Tiffany Marie Rice, 31, of 5th Street Murray was charged with fifth-degree theft 12 a.m. April 21 at 604 5th Street Murray.

According to a Clarke County Sheriff’s report, the victim gave her debit card to Rice along with the pin code to go buy pizza from Casey’s. Rice did not return her card to her. The victim then got a message that $103 dollars was withdrawn from her account. The victim called Casey’s and the worker said Rice was at the ATM at that time. The victim confronted Rice and then kicked her out of the home as they were staying together. Rice still had the debit card and the house keys. Deputies reviewed the surveillance video with the Casey’s staff member. Staff confirmed on video when Rice walked into the store and then went and used the ATM. The video was an exact match to the time the victim received the message stating the money had been withdrawn. Rice did not have the victim’s permission to keep the debt card.

Ricky James Brammer, 49, of South Fillmore Street Osceola, was charged with violation of probation 12 a.m. April 22 at the Clarke County Courthouse.

Cory Lee Sanford, 40, of 220th Avenue Osceola, was charged with driving while barred 11:27 a.m. April 22 in the 1700 block of U.S. Highway 34.

According to a Clarke County Sheriff’s report, Sanford was operating a white Chevy Malibu in the 1800 block of U.S. Highway 34. It was known to deputies that Sanford’s driving privilege is barred.

Barbara Jane Callies, 61, of South Main Street Leon, was charged with OWI 1:38 a.m. April 23 at the Clarke County Sheriff’s office.

Lucas Michael Perrigo, 29, of Four Mile Creek Drive Thayer, was charged with driving under suspension 8:55 p.m. April 23 in the 1500 block of U.S. Highway 34 Murray.

Sidney Renell Marker, 21, of West Cass Street, was charged with OWI 5:15 a.m. April 25 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, deputies noticed that the driver was having a hard time driving on the gravel and was close to going into the ditch. Deputies noticed the smell of an intoxicating beverage coming from the driver. Deputy Locke asked Marker if she was willing to take field sobriety testing which she consented. Deputy Locke had offered to have her take the test at a different location other than the gravel road where they were at. Marker preformed each test and failed. A 15 minute time observed and a PBT was offered. PBT result of .190%. Marker was transported to the Clarke County Jail for more testing. Marker made a call and consented to a sample of her breath. The datamaster showed a test result of .175%.

James Doyle Dale, 49, of Waters Street Decatur, was charged with driving while barred 10:47 p.m. April 25 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, the vehicle was locked on stationary radar going 60 mph in a 55 zone. The driver of the vehicle, Dale, was run through dispatch and came back having a barred drivers license.

Jeremy John Morris, 44, of Court Avenue Chariton, was charged with four counts of contempt 12 a.m. April 26 at the Clarke County Sheriff’s office.

Ricky James Brammer, 49, of South Fillmore Street, was charged with contempt 12 a.m. April 29 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, the victim was walking down the sidewalk with her two-year-old niece and she observed Brammer drive by her on his motorcycle. The victim told deputies that as he drove by he looked at her and yelled “meth head!” The victim told deputies that Brammer came by her a second time and did the same thing once again. This time, the victim was able to capture this on video. Brammer could clearly be seen driving by and could be heard yelling “meth head” at her. The victim told deputies that there was no one else in the vicinity when he did this. Brammer and the victim have a no contact order.

Logan Christopher Phillips, 20, of Elk Street Osceola, was charged with OWI second offense and drivers license denied/revoked-OWI 8:19 p.m. April 30 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, Phillips was operating a truck on Main Street and Jefferson Street. It is known that Phillips’ driving privilege is revoked. While speaking with Phillips there was a strong odor of an intoxicating beverage on his breath. Phillips allowed deputies to administer the HGN test. He refused any other tests and the PBT. Deputies observed six clues on the HGN test.

Kaine Albert Christopher Fiscus, 25, of 270th Avenue Osceola, was charged with domestic assault impede air/blood flow 2:40 a.m. May 1 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, the victim told deputies Fiscus had choked her in the ditch by their house by placing his hand on her throat. The victim told Law Enforcement that she had passed out. First Reserve Deputies that arrived notice that the victim’s neck was red at the base when they arrived. The victim had also showed a video from April 4 of Fiscus dragging the victim down to the ground and when on the ground pushing her in to the dirt. Fiscus had returned back to the residence later after law enforcement had left.

Steve Anthony Magdaleno, 32, of E. 50th St. Apt. 2310 Des Moines, was charged with OWI 5:18 a.m. May 2 at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, deputies noticed a vehicle traveling southbound at a low speed and weaving lane to lane. That vehicle then exited at the 33 mile marker and stopped on the right shoulder. Deputies could immediately smell a strong odor of alcohol coming from Magdaleno. Magdaleno told deputies he was buzzed and that he had had four beer. He also had watery bloodshot eyes. He was only able to provide a drivers license. The vehicle he had was recently purchased so he did not have his other information. Once inside the patrol vehicle deputies asked if he knew where he was and he did not. Magdaleno was trying to get home to Des Moines. Magdaleno was asked if he would do field sobriety testing and at first he did decline and then chose to take the test. Magdaleno failed all three field sobriety tests. Magdaleno was then asked if he would take a preliminary breath test and he refused.

James Allen Black, 47, of Douglas Avenue Urbandale, was charged with first-degree theft 12 a.m. Sunday at the Clarke County Sheriff’s office.

According to a Clarke County Sheriff’s report, there was a semi tractor trailer that was allegedly stolen sitting at a residence in Union County. The Clarke County Sheriff’s Office was notified of a semi tractor that had been abandoned at 2515 210th Ave. in rural Clarke County. Deputy McVey ran the vehicles information and found it was registered to HyVee Corporation but had been sold to another entity. When Deputy McVey spoke to an employee with GATR Trucking in Des Moines, it was determined that the tractor had been stolen, but not discovered or reported yet. Black had been in what looked like a red semi, which appeared to be an old HyVee truck a few days before. Black and an unknown second male parked a white semi trailer in the driveway to 207 S. Cone Street Murray, Black’s address at the time. The trailer was still in the driveway. The trailer was a white van “Box” type trailer with “Pella Window” decals. After several months of the Pella Window trailer sitting at 207 S. Cone Street in Murray, deputies were contacted by the new owner Danny Johnson. Johnson asked to have the trailers registration information run as now he was worried that there was stolen property and stored on his property. Deputies immediately found that the engraved plate which displays the Vehicle Identification Number (VIN), was missing. This is highly suspicious as the trailer was in very good condition and showed no damage to the area where the plate was mounted. The plate was removed as an attempt to keep the trailer unrecognizable. However the trailers license plate was still mounted to the rear of the trailer. Deputies ran the plate found that the trailer was registered to Brown Lease Company in Urbandale. Brown Lease Company said that the trailer was leased to Pella Window Corporation. Pella Window Corp said that the trailer was stolen but that it had not been discovered until deputies called them. The stolen trailer was taken to a secure lot in Greenfield pending release from law enforcement. Black was the last person seen in possession of the stolen trailer during the month of January of 2021. Black was identified by a witness as being in possession of the trailer, the trailer was parked on property in which Black was in control of at the time the trailer was parked. Black told Johnson that he believed the trailer was stolen, however failed to report his suspicions to law enforcement. Finally, Black did know, or should have known that a semi trailer in that condition was worth far more than $1,000. The lease holder of the trailer told deputies that the trailer is worth nearly $18,000 and to replace the trailer would cost nearly $30,000.

Raymond Ronald Keith Throckmorton, 35, of 103 Fleur Drive Des Moines, was charged with driving under suspension 1:54 a.m. Monday in the 2000 block of U.S. Highway 69.
