Jennifer Sue Lamb-Carson, 36, 2306 Elk St., was charged with forgery 7:09 p.m. Thursday, June 22, at Great Western Bank, 610 W. McLane St.

According to an Osceola Police report, 5:48 p.m., May 8, Lamb-Carson is seen on Casey’s surveillance video purchasing a pack of cigarettes with a fraudulent $10 bill knowing that the money was fraudulent. This bill had Japanese characters on the front left-hand side and back right-hand side of the bill. It also has black dash marks in the top right-hand corner and rear left-hand corner of the bill. Previously, on May 6, Lamb-Carson attempted to purchase a pack of cigarettes at the same Casey’s with a bill described by the clerk that looked like the same bill. This transaction, however, was denied by the clerk, who marked it with the counterfeit

money pen and it was detected to be counterfeit. Lamb-Carson was advised that they would not accept the money because it was counterfeit and the bill was given back to her.

Bond is set at $5,000 cash or surety.

Robert Milton Palmer, 68, 200 W. Clay St. was cited for reckless use of a firearm 9 p.m. Sunday, June 25, at his residence.

According to an Osceola Police report, Palmer discharged a firearm outside of his residence after receiving a call from a neighbor that someone had broken into his garage. He said he shot straight up into the air. A gold-colored shell casing was located by the east door of the house.

In a related incident, Todd Malcolm Miller, 25, of Murray was charged with third-degree burglary 9:15 p.m. Sunday, June 25, at 200 W. Clay St.

According to police, Miller removed plywood from a window in a garage by force and entered the garage through the window in an attempt to take property from the garage. Miller said he moved north of Murray a week and a half ago and claims he was returning to get some of his property. He broke in without the knowledge of the home owner who was alerted to the incident by a neighbor. Miller opened the garage doors upon arrival of officers and exited the garage.

Miller posted $5,000 surety bond.

Robert Wayne Templeton, 41, of Lamoni was charged with assault 9:15 p.m. Friday, June 30, at Lakeside Hotel and Casino.

According to an Osceola Police report, Tempelton was seen grabbing a woman by the neck and slamming her into a wall.

William Patrick Smally, 22, of Sully was charged with public intoxication - second offense Saturday, July 1, at Pilot Travel Center.

According to an Osceola Police report, Smally was located at Pilot Travel Center after numerous complaints from staff that he was walking around intoxicated and sleeping in company vehicles. Officers noted a strong smell of alcohol coming from Smally who admitted he was drunk.

Smally posted $100 bond.

Travis Lee Utley, 27, 214 N. Osceola St., was cited for a noise disturbance 3:30 p.m. Saturday, July 1, at his residence.

According to an Osceola Police report, Utley was operating his ATV on his property in the vicinity of the victim’s residence, affecting the victim’s sleep and daily life.

Lucas Tanner Wineland, 25, of Garden Grove was charged with three counts of possession of drug paraphernalia and one count of possession of marijuana - third offense 3:34 a.m. Wednesday, July 5, in the 2400 block of College Avenue.

According to Osceola Police reports, Wineland had in his possession a green leafy substance believed to be marijuana, an air chuck he used to smoke marijuana with burnt marijuana inside, a digital scale used to weigh marijuana or methamphetamine with residue on it, and a glass pipe used to smoke methamphetamine. Wineland has two prior convictions for possession of a controlled substance.

In a related incident, Shondell Kay Greenhalgh, 34, of Leon was charged with two counts of possession of drug paraphernalia and one count of possession of methamphetamine 3:38 a.m. Wednesday, July 5, in the 2400 block of College Avenue.

According to police, Greenhalgh had in her possession a white crystallized substance she said was methamphetamine, a digital scaled used to weigh methamphetamine and a syringe used in to inject meth.

Bond is unknown.

Tyler Carson Horn, 34, of Des Moines was charged with driving under suspension 5:54 p.m. Thursday, June 6, at the intersection of Truman Road and Warren Avenue.

Horn post $300 bond.

Shaniece Diane Guill, 263 Manor Dr., Apt. 323, reported being harassed 7:36 p.m., Thursday, July 6, at 1829 Primrose Lane.

In a related incident, Sgt. Curtus Jacobsen and Officer Robert Hurley were assaulted while attempting to transport an individual to the hospital.
