An employee of Casey’s General Store, 100 W. McLane St., reported theft of alcohol, antifreeze and miscellaneous merchandise 3:31 p.m. Monday, June 5, from the retail location.

Loss estimate is $61.48.

An employee of Dollar General Store, 216 S. Main St., reported theft of money due to fraudulently returning a product that was never purchased 3:57 p.m. Monday, June 5, at the retail location.

Loss estimate is $37.72.

An employee of Hy-Vee, 510 W. McClane St., reported the theft of alcohol, money due to fraudulently returning a product that was never purchased and a Blendtec blender 4:25 p.m. Monday, June 5, from the retail location.

Loss estimate is $502.70.

Whitley Dawn Kiger, 27, 1011 Grandview Drive, was cited for allowing dogs to cause and annoyance 7:48 p.m. Monday, June 5, at her residence.

According to an Osceola Police report, officers were wcalled to a neighboring residence where the occupant complained Kiger’s dogs had been left in their fenced-in yard barking for over an hour and a half. The neighbor said this happens often and is starting to be a detriment to his peace and quality of life.

Anthony Lawrence Hall, 28, 414 E. Clay St., was charged with possession of a controlled substance, possession of drug paraphernalia and cited for not having a license, careless driving and failure to use a child safety restraint device 9:40 p.m. Monday, June 5, in the 100 block of North Fillmore Street.

According to an Osceola Police report, Hall was in possession of a glass pipe that was in plain view laying on the center console area. The glass pipe had a burnt substance inside of it. A marijuana grinder was found in the glove box which had a small amount of a green leafy substance in it which appeared to be marijuana.

Bond is not known.

James William Camp, Sr., 55, of Des Moines was charged with driving while barred 2:18 a.m., Tuesday, June 6, in the 2000 block of West Clay Street.

Camp posted a $2,000 surety bond.

An employee of the Osceola Travel Plaza, 105 Ariel Circle, reported theft of two Blueparrott headsets, a bag of ice and a styrofoam cooler 4:45 p.m. Tuesday, June 6, from the retail location.

Loss estimate is $306.18.

Devin Holt Draper, 24, of Garden Grove was charged with violation of a no contact order and unlawful possession of prescription drugs 7:34 p.m. Tuesday, June 6, in a parking lot located at 114 N. Main St.

Tara Kay Draper, 25, 631 E. Clay St., Apt. B6, was charged with violation of a no contact order relating to the incident.

According to an Osceola Police report, officers located Tara and Devin Draper in a parking lot south of Casey’s General Store. The two appeared to be eating food together they had just purchased. There is a no contact order between the two that was put into effect on May 16, 2017.

Devin had in his possession a prescription bottle that had the name “Tara Draper” on it. The bottle stated that it should be buprenorphine but contained 12 pills that were identified as

tramadol. He does not have a prescription for tramadol.

Devin Holt posted cash bond of $130.

Tara Holt posted a cash bond of $30.

Dustin Lee Riley, 38, of Van Wert was charged with fifth-degree theft for a shoplifting incident occurring 9:55 a.m. Wednesday, June 7, from Fareway.

According to an Osceola Police report, Riley was caught on camera selecting a chocolate milk container, drinking the contents and then leaving the container in a different aisle then

walking out of the store.

Riley was jailed for 24 hours and fined $60 plus costs.

James Claude Hutchinson, 38, of Grand River was charged with driving while barred 1:50 a.m. Thursday, June 8, in the 1400 block of Southwest Boulevard.

Hutchinson posted cash bond of $200.

Donna Leann Kindred, 417 S. Jackson St., reported vandalism to a shed between 4 and 10 p.m. Thursday, June 8, at her residence.

Damage estimate is $100.

Shelby Kaye Fetters, 21, 130 N. Park St., was charged with assault 1:15 a.m. Friday, June 9, in the 200 block of South Fillmore Street.

According to an Osceola Police report, Fetters punched another woman in the head.

Fetters was fined $100 plus costs.

Barbara Jean Boutwell, 315 N. Kossuth St., reported the theft of a purchase containing money, credit cards and ID 8:58 a.m. Sunday, June 11, from Wal-Mart.

Loss estimate is $156.
