Donald Ray Flanagan, 34, 201 N. East St., was charged with possession of drug paraphernalia 2:50 a.m., Tuesday, Feb. 28, in the 2000 block of West Clay Street.
According to an Osceola Police report, Flanagan had a black pipe used to smoke marijuana in his possession.
Flanagan was released on $300 bond.

Ray Willis Rauch, Jr., 51, of Grinnell was taken into custody on a Marshalltown warrant and charged with possession of a controlled substance and possession of drug paraphernalia 6:22 a.m. Tuesday, Feb. 28, at Lakeside Casino.
According to an Osceola Police report, Rauch had a white crystalline substance in his pocket he stated was methamphetamine, as well as 20 tablets of Clonazepam, for which he did not have a valid prescription.
Rauch was released on a $2,000 surety bond.

Tommie Lynn Hinds, 51, of Grand River was charged with driving while barred 3:10 a.m. Wednesday, March 1, in the 2000 block of West Clay Street.
According to an Osceola Police report, Hinds was stopped while driving a 2002 Chevrolet bearing a license plate registered to a 2000 Cadillac. The Chevrolet also had a broken taillight. It was also discovered that Hinds has a restricted license and is considered a habitual offender.
Hinds was released on $2,000 bond.

Robinson was released on $300 bond.
