Patel Subdivision one step closer to completion

Costs involved in storm-water management for the Patel Subdivision, located at the end of Kelly Lane in the Harken Hills neighborhood, will be shared, Osceola City Council voted unanimously during its regular meeting Tuesday, Nov. 1.

“We need to make sure there’s actually storm water control in the cul-de-sac itself. There’s nowhere for that water to go,” said Osceola City Administrator/Clerk Ty Wheeler, noting an absence of storm drains in the subdivision.

The plan calls for intakes on either side of the cul-de-sac and another at the bottom to effectively drain water away from the properties at the end of Kelly Lane.

This is the second time in two months the city has committed to help in the progress of the Patel Subdivision. Tuesday, Oct. 4, Osceola City Council voted to assist in the construction of a hammerhead design at the end of the lane to aid in proper turnaround. In return, the developer, Pragnesh Patel, agreed to forfeit any tax abatement on the property.

This plan has since changed, with the hammerhead design being replaced by a cul-de-sac in order to encourage the development and resale of residential plots located at the end of the street.

“From the city’s perspective, the cost for the materials wouldn’t likely change much between the two designs,” Wheeler said. “At this point, the city is supportive of whatever the developer feels will best accommodate future development, so long as the final project is constructed to city specs.”

Original plans called for the development of Kelly Lane to be completed Dec. 1, 1999.
