Michael Wayne Johnson, 44, of Van Wert was charged with fourth-degree theft, controlled substance violation, three counts of possession of a firearm by a felon, possession of lithium and possession of pseudoephedrine 1 p.m. Oct. 11 at Clarke County Law Enforcement Center.

According to an Osceola Police report, a search warrant was executed at property in control of Johnson located at 2565 Clover St. During the search, a firearm, loaded with a shell in the chamber, was located. Also located during the search was a refrigerant tank altered to accept anhydrous ammonia fittings. The land owner, who is Johnson’s father, Robert, told officers Johnson did not have access to the buildings as they were locked.

A search warrant was also executed on Johnson’s 2002 Chevrolet Cavalier bearing an Iowa license plate. During the search, officers located four lithium batteries and four boxes of pseudoephedrine. Johnson admitted these items were going to be used to manufacture methamphetamine.

Johnson also had in his possession two propane cylinders taken from Goodlife RV, located in Bevington. The total value of both cylinders was $230.

Johnson was being held on $15,000 bond and was awaiting appearance before the magistrate.

Justin Michael Liesener, 25, of Diagonal was charged with second-degree theft, possession of burglar tools, possession of drug paraphernalia, five counts of driving under suspension and four counts of fifth-degree theft 11:35 a.m. Oct. 14 at 114 N. Main St.

According to an Osceola Police report, at 9:48 a.m. Oct. 5, Liesener drove his vehicle to Casey’s General Store, 114 N. Main St. He parked at the pump and put fuel into his vehicle. He gave the clerk false information and never paid for the fuel.

At 5:15 p.m. Oct. 10, Liesener drove into Casey’s, 100 W. McLane St., and parked at the fuel pumps. He put fuel into his vehicle. He also took a pack of cigarettes off the counter in the store. He gave false information to the clerk and failed to pay for his fuel or cigarettes.

At 2:24 p.m. Oct. 11, Liesener drove a Dodge Intrepid into Case’s, 114 N. Main St. He parked at the fuel pumps and pumped gas into his vehicle. He told the clerk false information and never paid for the fuel.

At 11:45 p.m. Oct. 13, Liesener drove to Casey’s, 110 W. McLane St. He parked at the fuel pumps and put fuel in the vehicle. Liesener gave the clerk false information and he never paid for the fuel or two slices of pizza.

Liesener had a small black case in a vehicle he had control over, which contained drug paraphernalia. In this container was a methamphetamine pipe. Liesener also had burglar tools in his possession. These burglar tools were found in the vehicle he was driving. The vehicle was also reported as stolen and had license plates on it which didn’t belong to the vehicle. There were bolt cutters, a scanner and flashlight.

Liesener was being held on $10,500 bond.

Robert Douglas Brownlee, 61, 110 S. Sunset St., was charged with third-degree criminal mischief 7:29 a.m. Oct. 19 at Osceola City Hall.

According to an Osceola Police report, a male subject, identified as Brownlee, became angry with a city official at Osceola City Hall, 115 N. Fillmore St. Brownlee then began uttering profanity and exited the city clerk’s office. Brownlee then went into the men’s restroom and damaged a privacy stall door, rendering it unusable and irreparable.

Brownlee was released on citation to appear.

Brandon J. Williams, 34, 1014 Park Lane, was charged with unauthorized use of a credit card 3:33 p.m. Oct. 19 at Clarke County Law Enforcement Center.

According to an Osceola Police report, Williams was seen on video of Casey’s General Store, 400 S. Main St., Sept. 22 and 23, as well as video of Clarke County State Bank, 1320 Jeffreys Drive, Sept. 24 using the automated teller machines to obtain money. Melodie Eddy, the owner of the card, said the card was taken from her property and used without her authorization. Bank statements from American State Bank, where Eddy has her bank account, correspond with the transactions she said she did not authorize. The total amount for all three unauthorized transactions was $128.50.

Williams was being held on $2,000 bond.

Phillip Jay Seaton, 1894 Hoover St., reported two building windows and two windows to a 1956 Packard clipper car were damaged between 5:47 p.m. Oct. 9 and 6:58 p.m. Oct. 15 at Hard Water Inn, 1510 N. Main St.

Damage estimate is $3,500.

Artemio Sanchez-Gonzalez, 419 S. Fillmore St., reported vehicle registration and holder were taken between midnight Friday and 6:30 a.m. Saturday from his residence.

Perry Anthony Nicholes of Indianola reported a third-degree attempted burglary between 6 p.m. Friday and 6:16 p.m. Saturday at 514 S. Main St.

Ashleigh Anne Carroll, 418 S. Fillmore St., reported a PVC tube crank shaft vent for a Ford Fusion and stethoscope toy were taken between 4 p.m. Friday and 5:45 p.m. Saturday from 420 S. Fillmore St.

Loss estimate is $45.

Charles Robert Wittenauer Jr., 215 W. Webster St. Apt. 2, reported Realtree camouflage coveralls, a Smith and Wesson SW9VE 9-mm handgun, rifling charger and loaded 9 RD magazine were taken between midnight Saturday and 9:30 a.m. Sunday from his vehicle while it was parked in the parking lot of his residence.

Loss estimate is $760.
