Alexander Scott Youngquist, 21, of Murray was charged with public intoxication 2:57 p.m. Sept. 20 on West McLane Street.

According to an Osceola Police report, officers were dispatched to the parking lot of Chat Mobility, 109 W. McLane St., for a male later known as Youngquist showing signs of intoxication while being in public. Officers spoke with Youngquist. They could smell a strong odor of an intoxicating beverage. Youngquist was unable to stand straight. Youngquist consented to a preliminary breath test, which resulted in .295 blood-alcohol content. Youngquist consented to an independed breath test on the DataMaster, which resulted above .08 blood-alcohol content.

Youngquist was being held on bond.

William James Essy, 70, of New Virginia was cited for prohibited discharges for blowing mown grass into a walkway Sept. 21 in Clarke County.

Essy was issued a citation to appear.

Luke Allan Mullen, 33, of Pueblo, Colorado, was charged with simple assault 2:55 p.m. Sept. 21 on West Clay Street.

According to an Osceola Police report, officers were called to Pilot Travel Center, 2010 W. Clay St., for a fight in progress. When officers arrived, they met with Mullen. He said he was involved in an altercation involving him striking Nicholas Edward Giesken of Creston in the face, causing multiple scratches.

Mullen was being held on bond.

Travis Troy Bales, 23, 528 S. Lincoln St., was charged with driving while barred 5 a.m. Sept. 26 in Osceola.

According to an Osceola Police report, Bales was driving a 1997 Pontiac Grand Prix with an Iowa license plate. Bales has a barred driver’s license in the state of Iowa.

Bales was being held on bond.
